The Town of Needham requests qualifications for a Building Commissioning Consultant to oversee multiple, town-wide buildings of new, proposed and existing construction. The scope of services includes document peer review, inspection of mechanical systems during construction, and commissioning services, including envelope analysis. The nature of the work agreement will be on-call, per project, as assignments under a master contract covering the duration of three years, to be negotiated at time of contract agreement, pending future project funding. Copies of the Request for Qualifications will be available beginning Thursday, February 28, 2019 at the Building Design & Construction Dept., 500 Dedham Ave, Needham, MA 02492 or by emailing a request to Kathryn Copley at or from the Town’s web site and will be available until submission deadline. A Briefing Session will be held on Thursday, March 7, 2019 at 10:30 AM, at the Public Service Administration Building (PSAB) located at 500 Dedham Ave, Needham, MA in the Charles River Room / Floor 1. Interviews will be conducted by the Town of Needham Permanent Public Building Committee (PPBC) and are tentatively scheduled to take place on Friday, March 22, 2019. Qualifications must be returned to the Building Design & Construction Dept, c/o Kathryn Copley, 500 Dedham Ave, Needham, MA 02492 by 2:00 PM on Monday, March 18, 2019.

Fax transmissions will not be accepted. The Consultant fee for the identified services including all reimbursable expenses will be negotiated per assignment, based on established hourly rates and defined scoped of work. The total fee of the master contract will not exceed $400,000. The total amount of work based on assignments is not assured and the exact number of assignments is to be determined. The Town of Needham reserves the right to reject any or all qualifications and to accept any proposal that it considers to be in the best interests of the Town.
